When you release the brake, see if the cable on the outsside of the drivers frame rail droops. If so you have a rear cable hanging up. You can also pull straight down on that cable and watch the rear cables move when you release to tell whats sticking.

See if that's working ok, if it is, look at the brake shoes in the rear wheels to see if the cable is releasing. Parking brake is strictly mechanical, does not use the hydraulic system like the regular brakes.
